Step 1: Click on the New List link in the right sidebar of your twitter account.
Step 2: Give a name to your list, add description; choose the subscription option (if you want anyone to subscribe to your list, Choose Public else choose private). Click on the Create list button.
Step 3: After creating a list, this is time to populate the list. This can be done by searching the entire twitter network or; by adding people from your Following page.
You have successfully created a new twitter list.
